The Complete Document Checklist for Importing Machinery From China

Paperwork is what clears your container, not the machine

A perfect machine sitting in a bonded warehouse because of a missing certificate still costs you demurrage every day. Getting the document set right is half of a smooth import. Here's the full checklist for a typical machinery shipment from China.

Core commercial documents

Commercial Invoice. Issued by the seller, it states the buyer and seller, a description of the goods, quantity, unit and total price, Incoterm, and currency. Customs uses it to assess duty, so the value and description must be accurate and consistent with every other document.

Packing List. Itemizes what's physically in the container: number of packages, dimensions, net and gross weight, and how items are packed. Customs and your forwarder use it to verify the shipment matches the invoice.

Transport documents

Bill of Lading (B/L). Issued by the shipping line, this is the single most important document. It's the contract of carriage, the receipt for the goods, and (for an original "negotiable" B/L) a document of title: whoever holds it controls the cargo. A Telex Release or Seaway Bill can speed up release when an original isn't couriered.

Origin and preferential trade

Certificate of Origin (CO). Certifies where the goods were made. A standard CO is issued by the China Council for the Promotion of International Trade (CCPIT) or a chamber of commerce. If your country has a free-trade agreement with China (for example Form E for ASEAN under ACFTA, or other FTA forms), the correct preferential CO can dramatically reduce or eliminate import duty, so always ask which form applies to your market.

Compliance and product documents

CE Declaration of Conformity (for the EU/EEA) and supporting test reports, required for most machinery entering Europe under the Machinery Directive/Regulation.

Other market-specific docs. Depending on destination, you may need EPA/CARB engine compliance (USA), fumigation/phytosanitary certificates for wooden packaging (ISPM 15 heat-treatment stamp), or a manufacturer's operation and maintenance manual.

Optional but useful

Proforma Invoice. The quote you sign to confirm the order before production. Insurance Certificate. Proof of marine cover (yours under FOB/CFR, the seller's under CIF). Quality/Inspection Certificate. From a third-party inspector confirming the goods met spec at pre-shipment.

A practical tip: keep every document consistent

Customs officers cross-check. The model number, quantity, value, and weights on your invoice, packing list, B/L, and CO should all agree to the digit. The most common cause of a clearance hold isn't a missing document. It's two documents that disagree.
