What a Pre-Shipment Inspection (SGS, BV, TUV) Actually Checks Before Your Truck Ships
A pre-shipment inspection is the cheapest insurance you can buy when importing a new truck from China. Here is exactly what the inspector checks, what it costs, and how to book one properly.
If you are importing a HOWO or SHACMAN truck from China for the first time, a pre-shipment inspection (PSI) is one of the cheapest ways to protect your money. For a few hundred dollars, an independent inspector checks the truck before it ships and confirms that what you paid for is what is actually being loaded.
Many buyers skip this step to save money. That is almost always a mistake on a purchase this size. Here is what a PSI actually involves.
Who performs the inspection
The big international names are SGS, Bureau Veritas (BV), TUV, and Intertek. There are also smaller regional agencies that are often cheaper and perfectly capable for standard vehicle checks. All of them work the same way: you book online, pay a fee, and they send a local inspector to the yard or dealership on an agreed date.
A typical man-day rate runs roughly 250 to 400 USD depending on the agency and location. For a truck worth 40,000 USD or more, this is a small cost relative to the risk it removes.
What the inspector actually checks
A standard PSI for a truck covers five areas:
- Identity match. The inspector confirms the chassis number, engine number, and model match your proforma invoice exactly. This catches the classic problem of a lower trim or older configuration being substituted for the one you ordered.
- Visual and build quality. Paint, welds, cab fit, glass, tires, and body panels are examined and photographed. Any damage, mismatched trim, or missing components are flagged.
- Function testing. The inspector starts the engine, checks the gearbox through its range, tests lights, brakes, and electronics, and for specialized bodies like tankers or cranes, verifies the equipment operates as specified.
- Documentation. VIN plates, engine nameplates, manuals, warranty cards, and any accessories included in the deal are verified against your order.
- Loading readiness. Fluid levels, battery disconnection where required, and securing points are checked so the truck ships without damage.
You receive a photo-heavy report, usually within 24 to 48 hours, marked pass, fail, or pending.
What a PSI does not do
Be realistic about the limits:
- It is a point-in-time check on the inspection day, not a long-term durability guarantee.
- The inspector follows your checklist. If you do not ask them to verify a specific engine component or trim detail, they may not check it.
- It does not replace the manufacturer's own certification or emissions compliance documents.
How to book one that actually protects you
- Book after the truck is fully prepared but before loading. Inspecting an incomplete unit wastes the fee.
- Send the agency your proforma invoice and agreed specifications, and ask them to verify specific items: chassis and engine numbers, cab trim, tank or body dimensions, and any accessories.
- Make the final payment conditional on a passed report. Write this into your payment terms: balance due after satisfactory PSI. Serious suppliers expect this on a truck-sized order.
- If the report flags issues, do not panic. Most are fixable. Ask the supplier to correct them and schedule a re-inspection.
Does the supplier mind?
A professional truck exporter does not object to inspections; they happen routinely in China's export trade. If a supplier resists a third-party inspection on a purchase this size, treat that as a serious warning sign.
The PSI fee is usually one of the best few hundred dollars spent in the whole transaction. It keeps everyone honest, gives you photographic evidence of condition before shipping, and turns your final payment into real leverage.
